Amends Social Security Claims and Payments Regulationsthe Statutory Sick Pay General Regulationsthe Social Security Payments on Account, Overpayments and Recovery Regulations and the Social Security Recoupment Regulations to make further provision for the payment of benefit by means of a benefit payment card described as an instrument for benefit payment. Clarifies the formula whereby days of unemployment benefit count as days of entitlement to a contribution-based jobseeker’s allowance at the end of a transitionally protected period.
Regulates referrals for medical examinations. Replaces the Register of Occupational and Personal Pension Schemes Regulations and provides that there shall continue to be a register of occupational and personal pension schemes.
Establishes that the maximum limit for which entitlement to benefits may be backdated is three months for all benefits.
Extends the period within which serving members of the forces can perform certain acts necessary in connection with a claim for the jobseeker’s allowance. Enables bodies to whom social security information is supplied to hold that information and provides for the provision of information to persons making claims for social security.
Provides that in cases where an amount in respect of mortgage interest is included in a person’s or his partner’s applicable amount of income support or income-based jobseeker’s allowance and the person ldy ceases to receive one of those benefits but becomes entitled to the other benefit within a period of 12 weeks or, in certain cases 26 weeks, or less, that amount shall form part of his applicable amount with respect to the other lye and shall be recalculated on the anniversary of the date on which housing costs were first met as part of the benefit to which he was first entitled.

Amends Social Security Open Long-Term Benefits Contributions Regulationsinter alia, with respect to voluntary contributors, contribution schedules as regards self-employed persons, payment of contributions, assessment of contributions owing, as well as methods of, and times for, payment of arrears.

Implements provisions of the Social Security Fraud Act The Convention and Protocol relate to reciprocity in invalidity benefit, retirement pension and widows’ benefit, orphan’s benefit, and benefits for industrial accidents and industrial diseases.
Directs that earnings factors relevant to the calculation of additional pension in the rate of any long-term benefit or of any guaranteed minimum pension or to any other calculation required under Part III of the Pensions Scheme Act for the tax years specified in the Schedule to the Order are to be increased by the percentage of their amount specified in that Schedule.
Provides that a section of the Social Security Act is to have effect for the tax year Establishes the office of the government representative for the reform of the social security system.
Further amends Social Security Contributions Regulations to provide that payments made by an employer to an employee up to certain limits to defray incidental costs of travel are to be excluded from the person’s earning when calculating earnings-related contributions; payments made by an employer to defray costs in respect to liability insurance in relation to an office or an employment are to be excluded for these calculations as well.
